Census - what's that all about then?

In Telford the last couple of weeks the roads have been blocked by Census taking.

 

The plod randomly points at cars and makes them late for work after causing large tail backs on the towns busiest roads.

 

Why? What could possibly be so important they need to randomly check your insurance/tyre pressures/cat pipe/ownership/show size ask you useless questions? :mad:

It raises the question - if an officer asks you to pull over for something so trivial - are you obliged to obey? Or can you ignore them and carry on with your day without the irritating interruption?

 

I was wondering the same, by me they had traffic cops sat about half a mile up the road to catch anyone that never stopped.

We've had them in Pompey, blocking the Eastern Road outbound traffic on busy mornings, like it needs any help there as it is!!!

 

Never been stopped though so don't know what it's all about.

 

Ditto - they grabbed everyone coming out of the naval base the other day...in the pouring rain. I just sniggered and answered stuff really slowly.

Can anyone in the know confirm whether

 

a. You have to stop

 

and

 

b. If you do have to stop do you have to talk to them?

 

A) Yes

 

B) Why would you not?

 

 

Edit to add sec 35 (2) & (3) Road Traffic Act 1988 requires you to stop if directed by a constable to take part in a survey. However once stopped you are not obliged to answer questions nor can they cause any unnecessary delay.

Get used to it lads. They've been doing this in Liverpool for YEARS.Its a PITA but has had a lot of success taking uninsured/non-taxed/mot'd vehicles off the road.

I would imagine, in Liverpool, using the legal line,"you are inconveniencing me" would result in a top to toe search of your vehicle and being detained for at least an hour.

In December they often do this in the morning to catch post night out excess alcohol levels.

That's not what a census point is about. More often than not they are surveys put on by local council in order to find out where people are coming from and the traffic patterns through certain area's. A Police presence is required in order to maintain a decent flow of traffic as the actual recording of data is done by civilians lacking the power to stop traffic. I regularly attend these and 99% of people are more than happy to help. They are nothing to do with drink driving or any other traffic offences.
