Looking around the £300-£350, Less if possible, Cheers fellas

Ian W
Try out PC World, Tesco and Dell. Compare specs for your budget focusing on RAM, Hard Drive and processor (I'd want a Windows 7 upgrade included) and pick the best. Simples

Spike3.0
I work for Microsoft and stocks are seriously low due the the near Windows 7 release + the fact all the recently returning students have bought everything in sight... My advice would have to be the Advent for £349 at PCW as its got Vista Premium rather than basic, which means you get the free upgrade to 7 in October. The only downfall is its a basic Celeron processor so not too good for anything more than Office and internet type work. Although the 3gb memory and 250gb Hard drive means theres plenty of power for itunes/films etc...

He is after a built in web cam with it and i don't think this one has that. He will be only coming upto 15 years old so i don't think the spec has to be too high. Or will he be footing the bill for the next one You can get clip on mini webcams for about a tenner The one linked above is decent enough. No OS though but those can be gotten easily enough. If you are ok with re-formatting a PC then i would go for it. Processor & harddrive can be upgraded later on in life if necessary.
