ICV behaving strangely

A couple of months ago, after replacing the battery my idle died on my n/a. Then it started to cycle from 300rpm to 1000rpm. I removed it from the throttle body and measured the contacts (as the manual says), and they appeared to be fine (the resistance was almost the same as in the manual). So i did some investigating (dismantling the icv:)) and i figured out that i can manually set the idle by adjusting the magnet. Ok, i thought, if i set it on approx 1000rpm it would be fine and reassembled it thinking it would just need some time to auto adjust.

It didn't:(

So i left it at 1000rpm hoping that when i change my ht leads the problem would solve itself. (as i had a faulty 6th ht lead). Today i fitted the new leads but the idle does not seem to do anything.

I unplugged the icv with the engine running and there was no change what so ever. Could it be that despite the measurements the icv is broken? I'm getting very annoyed by the 1k idle as my mileage isn't very high...

So any help would be greatly appreciated!
