I had a load of this on second hand skirts. You can get a drill atachment which has a creamy rubber type disc which JodyT had and he stuck this on a drill and 'grinded' it off (not course enough to damage the surface). The final clean up was done with spirits then.

 

PM him for more details if the tar remover fails.

Yep thats what I used on my surf when I removed the bits over the side windows there is nothing as effective and if you use it carefully it will not cause any damage to the surface.

tar remover no good. Tried it on sunday. The problem is the foam part of the pad is still on there.

I tried using a head gun, it does actually melt a little and go soft, but anything I use to try and scrape it (gym card, starbucks card, plastic polyfiller spreader) just goes soft from the heat and doesn't help.

More ideas please :D
