Power steering problem

Hi having trouble with my 94 NA supra power steering,

 

With the engine running, if you lock the wheel round the wheel is juddering round and also judders the through steering wheel, whilst driving it is very twitchy especially if you hit a bump,

 

Anyone know whether this is going to be the rack or the power steering pump?

 

Any help much apreciated before i buy the wrong part!

I would try and drain the power steering system first and then go from there you may have an air lock or something like that!

 

If that doesnt cure it im not sure as the pump should whine if its losing fluid as mine was losing through one of the seals on the rack so i had it replaced :(

Thanks for replys, the fluid is at the correct level and hasnt been leaking, i popped the auxillary belt off and checked the pully on the pump, it seems to be fine to me, has slight resitance when you spin it, does this sound right?

Had it on a ramp today to check all the bushes etc, they were fine, the mechanic said its either rack or the pump, i took the auxillary belt off to check the pump pulley, it seems to spin fine, with slight resistance, does thsi sound ok?
