I believe that is the eBay rules but I know that it's not legally enforceable. The worst anyone can do is file a Non Paying Bidder claim against you with eBay and they then might ban your eBay account. If you win the auction for a car go see it, if it's ok pay for it and take it home. If you're not happy walk away - same as you would with any other car. Means the car wasnt getting the money he wanted for it, so rather than stick to the auction and sell it at the price it finished at, he pulled the plug and used a poor excuse.
