lack of boostfrom second turbo

ive been through all the threads on this but none of them seemed to come to any conclusion.

 

basicaly ive lost all the boost from my second turbo, ive done the tinfoil test where you wedge a bit of tin foil between the valve and if it opens the tin foil will fall away as its no longer able to hold it in place. it fell away so they are both working.

 

ave also tried it in ttc mode which still lacks boost all together.

 

ive rummaged around all the pipes and none have split or ruptured or popped off.

 

the car doestn smoke when driving but for a while now on start up it has given a white ploom of smoke. it has been using a bit more oil than normal over the last 2-3 months.

 

is it now that the turbo has gone now and needs replacing.

 

or is there something ive missed and ned to have a look at.

im not 100% clued up on this, but why would i need to change the vsv's if its going to be a stuck actuator. are they the same thig or does one rely on the other.

 

ive tried it in ttc mode an the actuator opens as it should, is there anything obvious that i have missed
