And if you take that example further, if you saw the passenger get up and realise just a moment later a £10 was left on the seat. If you don't bother telling him/her you re not stealing their money even after the doors close are you? As the people had been in his cab and he's taken them somewhere.... possibly home, then in this country not giving it back or handing it in is theft.
