Do I want a TV card in my PC? What do people use them for?

Analogue capture cards are pants. Not good for anything more than grabbing short, low-res (VCR quality) images for messing about IMHO. I struggled to get one to work for months.

If you want to get into video editing, buy yourself a DV bridge like the ADCV-50 from Canopus. It will cost you £150 but it is the best way to get high quality video from your tv into your PC.

What a DV bridge won't do, however, is actually give you TV channels on your PC. The one on DABs will do that.
