Help with my Mitsi 2.8TD Delica!

I've posted this on 2 Deli sites and not had much useful feedback! So I thought I'd stick it up on here to see if anyone with general car knowledge might be able to help.

Basically my Deli (1994 SpaceGear L400 - more or less the same internals as a Pajero) idles at about 900, then after a drive when I go from drive to park the revs jump up to 1100ish.

We checked the throttle and found this:

Red lines indicating gaps between throttle, and stop screw and (warm idle?) stopper. The thing holding it (blue arrow) I now know is the air con idle increasing thingumy? It has a VSV of some kind the other side of the bracket but I can't see where the pipe goes.

I wasn't sure what the green nuts did, but I'm guessing they're for adjusting which I probably won't need to do.

We also found this:

Which I gather is the gas cylinder for the air con. The air con is nice and cold and always has been, but I now know that's because of the bit of wire stuffed in the end of the unplugged cable plug!!

So maybe that's why my AC idler is on whether the AC is on or not? Well no because I took the bit of wire out and plugged the plug back in and the bloody 'blue-arrow' bar is still in the same place!!!

So would months of bodge holding the AC effectively on continuously sieze that 'blue-arrow' bar in the 'in' position? Or is there something else that could be causing it? I'm on about 15mpg at the moment so I'm eager to get this resolved ASAP!!! :D Is it safe to spray the 'blue-arrow' bar with WD40 and waggle it about furiously?

hi 1st its great to see another delica owner on here.

my l400 delica ticksover at about 750 rpm in drive it goes down a slight bit to about 700rpm, so possibly your tickover is set to high to start with.

i belong to mdocuk here a link to thier forums there isnt much they dont know about delicas its free to join

Yeah I've been asking on there and delicaownersclub.co.uk but not getting much help with it. :(

I was planning on adjusting the TPS to account for the high idle, when I found the AC idle thingy shown in the pics above - so adjusting the TPS now will just mean it's completely wrong when I eventually get the AC thing sorted!

You can see on this pic the 2 stop points that are miles away from the throttle arms because of the AC idler:
