1.3 over boost at low rev

hi with this cold weather iv had this happen a few times now and can not think what it could be

the problem

as i drive up the road if i put my foot down i get boost 1.3 and over at 3000rpm

the turbos have a higher pitch whisle.

when 2nd turbo kicks in it went up to 1.6 when i noticed

this only happens when engine is still cold and choke is still on or part on

 

its good that my turbos spool up so well but over 1.2 on jspec is not good at all.

i have a apexi avcr,full decat,and a 1.1 restictor ring

the boost control is set to 1.1 but well cant control the boost when this happens.

its not a issue at the mo as i just let it warm up more and it acts normal just thought if anyone could shed some light.

Not sure on the cause, but you shouldnt be booting it when the engine is cold.
