Noise is not very well covered in the regulations to be honest and its a bit of a grey area... BUT If you are not a 19 year old chav and being silly then I doubt you will get prosecuted... Not the best way but it can be done. As for exhaust noise if it not blowing and it goes through the emissions, the MOT tester would be a w%ker or very jelious to fail on noise.
