I don't know how many times I tried to get in touch with the DVLA between 8am and 6pm and yet all I got was the engaged tone. Last time i got a plate on release day i was running 3 phone and my wife was running 2 on constant redial between 8AM and 12:30 - she got through at 12:30. Surely that would mean the person with the most money got it. I would have thought everybody had a fair chance this way - it just depends whether you were lucky enough to be the one that got through. I was told by the MOT centre they'd clamped down hard on them about cars with illegal spacing this year - hence I needed new plates.
