Alex
ICV? Is that the idle control valve?? errm well any way mine was sticking so i sprayed it with WD-40 and its not stuck since. Also try lubing/adjusting the throttle cable if necessary. Is 3-in-1 oil ok for that??? Not sure.

Alex
Its the unit on the opposite side of the throttle body to the throttle cable itself. When the engine is switched off push the throttle open and you'll see the actuator which moves slightly to adjust the throttle. I sprayed mine with WD-40 and it seems to be working much more evenly now.
