The static fuel pressure at the regulator is measured after the fuel rail, the pump rating is at the supply before the rail (i.e at the pump itself). Larger injectors drop more fuel out of the return system hence raising the fuel pressure at the pump (not at the static point the fpr sees). Therefore, the more demand for supply from the rail, the harder the pump has to work. A pump should therefore be able to sustain a consistent as possible pressure over the widest possible pressure area. The more it drops at higher pressures, the higher the possibilty of a failure to supply required fuel pressure (especially as they begin to wear).
