stock ecu and fueling question

In the process of going bpu today and when installing my greddy BCC i accidentally cut one of the wrong wires. I re spliced this and carried on with all the rest of it. what i didnt know was that i had crimped the splice badly and it had come loose...

 

When i fired up the car it was running terribly, very rich and the spark plugs were all black. Also the car only revved to 4 or 5 thousand rpm where it hit what sounded exactly like the stock 6750rpm rev limiter.

 

The wire i cut was number 20 on this diagram...

Just wondering if anyone can tell me what had happened when this was snipped, especially the early rev limit...
