Down here the Police use a stupid calculator (Vascar) and its normally bang to rights even though they just make it up most of the time....Not Fair I wanna live in Scotland! Alas I've never been stopped, sorry caught, speeding, to try this out. But I have a mate who got away with it. Yeah i've heard this too. You can also do it with Fixed cameras too if memory serves.
