They may or may not be illegal now but all that can change. Swivelling headlights were illegal not so long ago (certainly while they were under development - and I'm talking post Citroen DS here). Now they are starting to appear on road cars. As for looking crap its only because we are used to low profile tyres being associated with sexy, sporty cars.
