T61 Specifics

Have a few questions and would greatly appreciate some help.

 

What's the difference between E-Cover and S-Cover?

 

I am looking for as quick spool as possible, so I am assuming it is best to go wih the smallest exhaust housing. But, How does this limit me in terms of the amount of power I can build?

EDIT: Been reading of something called compressor surge which occurs when the exhaust housing is too small ... can anyone touch on this?
