I assume you've tried re-booting the computer?

If you've got USB ports on the front of the case, have you tried using them? Sometimes the USB connector at the back comes detached from the motherboard with all the constant plugging and unplugging.

Sometimes a complete power down of the motherboard can do the trick, but this involves removing the battery and losing the bios settings, so make sure you know what they should be, or even better, write them down before you junk them ;)

If that doesnt work it sounds like a hardware fault, but if you've got a spare hard drive it would be worth doing a clean install of XP on it, just to eliminate any software issues. Just make sure that you disconnect your original hard drive, so you can't make any mistakes and format the wrong one :(

ermm actually come to think of it, it started happening after i installed SP2!! ive rebooted the machine, removed all spyware/adware, viruses and short of reformatting the machine cleaned up everything but still nothing. Both the ports front and back dont work. i think it may be sp2 thats caused this. is it possible to remove sp2??
