The fly is doing an average of 100mph on the tyre (it covers the same distance through space as the tyre does on the ground). The bee is doing 100mph forwards with the car, and is also moving with the belt in a plane orthogonal to the car's motion. However fast the belt moves, the bee is moving faster than 100mph in total. Or... they're all dead and therefore not moving (as in moving their wings etc). Or... they're all not moving relative to whatever they're stuck to.
