I think you will find that the Courts take a very dim view of Perverting the Course of Justice. In fact, I am sure that the maximum sentence was about 15 years. That one came from a report that actually said it was a factor in something like 1 in 20. They massaged the figures by lumping in people tailgating, driving too fast for the conditions (but inside the limit), braking suddently etc and called that speeding too!
