When it occasionally dips below freezing and only a few inches of snow arrives (maybe once a year down south anyway) the transport system goes to pot. see here http://uk.weather.com/weather/local/RSXX0122?x=11&post=post&code=code&y=10 This place is not at the top of a mountain but a sizeable town in Siberia with over 200,000 permanent inhabitants. This is normal winter weather for them & not a cold snap. It fascinates me how the place functions at such bitterly cold temperatures.
