You He needs to go back to where he stole it from and say he made a mistake, if the person who has lost it retraces their steps then hopefully they will get it back. If someone at the bank nicks it then that's up to them to live with but you'd hope that someone surrounded by money and security cameras might be able to resist temptations. If I were 'your friend' I would return it to the bank and say he made a mistake and it wasn't his like he thought.
