A 235/245 tyre is about right for the front but it's not just about tyre widths. Having the wrong wheel offset can make them rub too. Yes, I would have a look at that. You might be able to modify a plastic cover.

You could try the electric windows, don't put them down too far just incase they won't go back up. With a poor condition battery the windows will move slowly. Does the engine turn over slower than normal when you try to start it?
