Take it back and get him to repaint the car mate... by the looks of it the basecoat was not fully dry before the clear coat was applied or an over thinned/activator clear coat mix was used and as the solvent is trapped in the base coat/clear coat it pulls the gloss level down as it dries ,in the trade we call it pinching,sucking,dropping etc or in the days of single pack paint they would bloom if the humidity was high. this is a common mistake made when using cheaper material , If the paint work is flat and polished (colour sanded) it will keep pinching and the gloss level will keep dropping in time.. you have paid for a respray and what he has give you is a very poor standard of workmanship. It should not be down to you to pay for the car to be machined polished/colour sanded by someone else,
