Many folks don't need the air-bag, just it's cover. Mine has just the boss cover, the air-bag I sold on.

Most folks won't want an air-bag and a boss cover could be modified from a 3-spoke Supra wheel or knocked up from scratch with fibreglass and covered with leather.

That's normal for a Supra that's had the charcoal canister deleted properly. The cap is a pressure relief valve @ 2psi.
