Cardiff bay is the mickey mouse stage and in my eyes a load of crap. As for wandering freely, you can walk the stage to get to viewing points freely. The only way to watch the rally is by being on stage but do take care on where you decide to watch as I have seen alot of bad accidents on rallies from people being stupid. Its a great weekend to go on Halfway is always a stage im at as it never fails to put on a show. Its around the epynt forest and has deer's leap in it, and is mainly gravel surface apart from the fast tarmac section across the top, and you always find un used smoke grenades and blank rounds lol from training.
