Only other place I have seen rust is on the bot lid.

Cut it out mate and replace with either shaped metal or go the way I would and buy a pattern party and cut and use the bit thats needed.

Wheels will always turn a small amount until it is put on the ground and then it is held there, this has always been the same for my cars. Also as said above the best tune is to have a small amount off smoke trailing from the car as its going around. You may find it needs a tune but if its been sat around for a while the carb is more than likely gunked up.

Depends on what type of key and year of car. Normally it is a main dealer job as when you get a key they will programme it. I used to use autodiagnos to programme the keys but that was early model vectras.
