Going back to an earlier comment about why the parties won't do anything about it, I read a reasonable explanation as to why at least the labour party won't do anything. Again, there may be a few inaccuracies, but it's how I remember it.
My understanding is that Labour won't do anything because the scroungers make a huge part of their core voters. Labour can always rely on getting approximately 30% of the overall vote. This 30% is split into 3 categories. Broadly speaking immigrants, hardcore supporters/socialists and scroungers. So to an extent, this is why we never see anything done about our policy on immigration, never see anything done about our welfare culture and why the racism or human rights card is thrown at us by labour politicos everytime these points are raised. Asside from the fact it that these policies are socialist by nature, it's in their interest to keep these sectors appeased. Therefore, all labour has to do to stay in power is win over swing voters and poach voters for other parties.
Also, my understanding is that the voting system is rigged in favour of labour in that the likes of conservatives and lib dems have to work harder to win constiuencies since key labour heartlands actually have a higher populations that those compared to lib dems and conservatives. So historically speaking, a high voter turn out usually works in favour of labour whereas a lower turn out usually works in favour of conservatives. Again, that's how I understand it.
