ive just bought a second hand dump valve from ebay and dont know how to fit it it comes off a supra and it is a hard pipe please help before it gets dark

i woz taking the passenger side carpet up in my car and found a red plastic stick with toyota written on it it has some jap writing on but doesnt connect to anything and was wondering what it could be? it was loose under carpet> looks bit like a flare any ideas
