The limiter is a factory fit on all J-specs, so it's not it's fitting thats in question, it's the fact that you haven't had it bypassed by a delimiter.
If the garage you bought it from had de-limited it, with a proper speed convertor, there would have been no need to change the dial face to a 112mph clock.
the limit in japan is 180kmh, so all they've done is stick a face on it for 112mph, which in my opinion is the cheap ass way of doing it. A proper speed convertor would have changed the reading for the speedo to MPH, so the existing km/h clock is reading in MPH.
If I were you, I'd de-limit it properly with a thor speed convertor/de-limiter, then get some new dial faces in MPH from http://www.speedhut.net (make sure you say it's a RHD car). Once you have it all fitted, check your reading using a GPS. If it's still reading high, I would drive along with a GPS reading the speed with the needle removed, once I got to 20mph steady, I'd stick the needle back on.
