So the crown can't prosecute... hence it's a different matter. Only "selected local authorities" (including the police but not MOT testers) can prosecute.

On channel 4 now: Link Pretty eye opening. Makes you realise just how important the media can be IMO (although I'm a tiny bit biased). Some shocking videos and pictures in this - very harrowing.

Just to add... if the government don't have specific guidelines then they are open to defeat in a court of law. That's been shown time and time again, hence the word precedent.

Oh I've been here... What do ASBOs have to do with it? They are a civil matter anyway which means they need a completely different standard of proof (on the balance of probabilities rather than beyond a reasonable doubt). That arguement isn't valid in this case IMO.

IIRC it requires a sig from the dealer before it can go anywhere... always worth getting a proper receipt.

It all centres around the receipt for the deposit. He should have got the agreement for all repairs in writing before handing over any cash. I'm not sure he has anywhere to go.
